Description
Supervisory Relationships: Reports to the Director of Health Information Systems
Job Summary and Responsibilities:
To ensure that all computer network systems continuously function correctly and
efficiently, and that staff are able to effectively utilize all information technology and
computer resources. To provide local area network and wide area network technical,
administration, and maintenance services, to provide for the continued secure and correct
functional operation of the entire computer network, and to provide network related
support to all end users. Work involves administrating, monitoring, maintaining,
updating, documenting, planning, and troubleshooting all network related hardware,
software, operating systems, services, and all other computer and network resources
utilized by High Country Community Health (HCCH). This includes servers, routers,
hubs, switches, wireless access points, work stations, printers, copiers, scanners,
computer peripheral devices, disk storage devices, firewalls, filters, data backup devices
and services, Internet service provider services, copper and fiber cabling systems,
interface devices and all other network related resources.
To provide phone system technical, administration, maintenance and support of all
telecommunication systems, services, hardware, and resources. This includes phone, fax,
call accounting, and long-distance phone services.
Duties to Include:
Ensure that all system data is backed up and retained according to established IT Department, organizational, and regulatory policies and procedures. Perform, monitor, and continuously test all data backup and file archiving functions
Participates in the development and execution of the IT disaster recovery plan
Function as the security administrator for the computer network to ensure that proper user access accounts and all regulatory and organizational security compliance standards are maintained
Configure, install, implement, upgrade, monitor and maintain all network devices (switches, hubs, routers, firewalls, servers, etc.)
Facilitate appropriate cabling (fiber & copper) to connect devices
Facilitate the upgrading and migration of all network equipment and software, including, but not limited to servers, operating systems, utilities and third-party products
Provide physical support of network hardware and network equipment closets
Administer and monitor Virtual Private Networks
Administer and monitor the network firewalls
Maintain and troubleshoot all Internet, broadband, and data communication capabilities and resources.
Monitor system, security, and performance logs and generate meaningful reports issued to the appropriate parties
Add, modify, maintain, and remove user and computer accounts while following computer industry, regulatory agency, and organizational security protocols, policies, and procedures.
Ensure that all appropriate anti-virus, anti-spam, and cyber security controls are in place and functioning
Administer all network security login accounts and passwords. Maintain and monitor the security of the network
Investigate and report security breaches; collaborate with the Director to ensure continuity of security measures; research and recommend solutions to security problems
Provide technical leadership and training for other IT staff
Research appropriate new networking technologies and services, and make recommendations as to what network equipment, software, systems, and services would be best to acquire
Support efforts to maximize the use of electronic health record systems in all areas of the organization
Provide and maintain all company email services and resources
Directly provide, help escalate, and monitor IT help desk network support activities
Assist with creating and maintaining workstation images and software package deployments
Perform other duties as directed by the Director of Health Information Technology
Requirements
Requirements:
 Expert knowledge level on network security, data communications, IP-based networking, network hardware and software, proxy and firewall concepts, Windows Server, networking switchesExcellent knowledge of PC hardware and OS support.
Good knowledge of customer support principles and techniques
Ability to utilize diagnostic tools, service aids, and other product information to resolve equipment failures
Demonstrates positive interpersonal and customer service skills to courteously deal with and establish and maintain effective working relationships with co-workers, outside vendors and the public
Experience in IT customer service and support for 200+ users and multiple satellite clinics/officesAbility to work in a multi-task work environment, with constant interruptions and distractions while maintaining and meeting strict deadlines for projects
Attention to detail and strong organizational and analytical skills
Ability to maintain the confidentiality of restricted or private patient health information and records and effectively handle sensitive mattersStrong technical understanding of LANs, WANs, WLANs, VPNs, TCP/IP, subnetting, DNS, cyber-security standards, and firewall policies.
Working skills in trouble-shooting and problem-solving network-related issues, verbal and written business communication, working with others, and developing and following through with project timelines
Comprehend and create networking topologies using software and hardware to effectively manage LAN/WAN activities
Experience handling network security issues (viruses, malware, social engineering)
Ability to work with speed and accuracy
Experience with VoIP phone systemsInteract with a diverse set of non-technical peers to gather computing requirementsCreate and/or follow set or routine procedures
Communicate well and make meaningful contributions when working with groups of people in a team setting
Expert-level knowledge of networking services, Active Directory, and common networking protocols,Ability to problem solve, think critically, and provide attention to detail
Excellent Communication, time management, and project management skills
Education and Training: Bachelor’s degree in Computer Science, Systems Engineering, Network Administration or related field preferredCertifications in Cisco CCNA, CompTIA Network+ or Microsoft certifications inWindows Server and Windows Client, A+, Net+, CCNA preferredTwo to ten years of experience as a network administrator preferredCombination of equivalent education and/or work experience.Experience with providing support in a healthcare environment preferred
Travel Requirements:Travel for continuing education/training as needed (at least yearly). Travel between sites.Employee must live within an hour of Watauga County
