Supervisory Relationships: Reports to the Director of Health Information Technology
Job Summary and Responsibilities:
Oversee the development, installation, performance, delivery, and maintenance of all IT software for the organization, and to produce and maintain efficient service and delivery solutions, maximizing performance and availability measured against pre-established targets. The position will coordinate with staff to determine department needs and expectations, establish project plans and timelines, and ensure that employees use the software systems correctly.
Monitor all software systems and generate meaningful IT metrics, compliance, and performance improvement reports. Maintain responsibility for performing all software management duties in compliance with related regulatory agency requirements, legal/statutory regulations, professional duties, responsibilities, and best practice guidelines. This position is responsible for managing the medical electronic health records system to maximize efficiency, productivity, security, privacy, appropriate use, and enhanced patient care.
This employee will work alongside various work teams in developing training plans and providing training to clinical, business, and administrative staff at all levels of the organization including providers on how to fully utilize the software after it is installed, and help troubleshoot problems that arise. This position will also lead the troubleshooting of emergent needs within the EHR.
The position will directly supervise the EMR Software Specialist, and will work closely with medical and behavioral health providers, support staff, and administration to maximize the use of all electronic health record systems including eClinical Works. This position will also work with the EHR, clinical, business, security, reporting, and utility software vendors to ensure HCCH’s organizational, departmental, and employees’ software needs are met.
Develop, manage, and follow implementation project plans and schedules for new software system, new software module, software conversions, software migration, software upgrade, and software system deactivation projects.
Specific responsibilities include:
Manage the design and maintenance of software templates
Manage the provisioning and documentation of user access privileges in keeping with Federal minimum necessary guidelines
Input of HCCH data to ensure proper functioning of EMR
Manage and provide software training to new employees
Provide technical support for software use
Work with the other members of the electronic health record team/IT Director to provide hardware support for EMR use
Develop custom reports for PCMH, HRSA, UDS and other requirements as needed
Ensure all software system updates are correctly applied, implemented and supported, and facilitate the communication of any enhancements/changes with all users and management
Schedule and communicate periodic software maintenance downtimes and minimize unscheduled system downtime
Manage and monitor IT software maintenance activities, maintain and improve mechanisms for IT software maintenance including surveying and measuring the process, outcomes and efficiencies, and disseminate reports and feedback to the appropriate management entities on a monthly basis as agreed
Assist in developing plans for IT software maintenance activities
Follow and adhere to industry standard change management guidelines
Ensure all required structured data fields are captured
Ensure the EMR systems are continuously is updated and working properly to include electronic prescriptions, uploading of 340B data, etc.
Provide software risk mitigation, security analysis, testing, and security enhancements.
Requirements
Requirements/Qualifications/Skills/Experience
At least 3 years’ experience working with an electronic medical record system and other clinical and business software systems. Bachelor’s degree or higher in related fields preferred.
Travel Requirements
Travel for continuing education/training as needed (at least yearly). Travel between sites.
Employee must live within an hour of Watauga County
